As outlined in our Section Bylaws, our elected and nominated board members are responsible for administering the Section, managing and awarding the Richard L. Humphrey Memorial Scholarship, membership recruitment, student outreach, educational programming, and event planning and coordination with other professional societies.

Kristen Bowman Kavanagh, P.E.
Ms. Kavanagh is a Vice President in the Philadelphia office of Flow Science Incorporated where she specializes in hydrodynamic and water quality modeling of lakes and reservoirs, rivers, coastal discharges, and clearwells and storage reservoirs. She also performs modeling and analysis of open channel systems and pipeline surges and transients, waterhammer, and pipeline failure for microfiltration systems and sewage, reclaimed, and treated water pipeline systems.
Ms. Kavanaugh holds degrees in Civil Engineering from Stanford University (B.S. and M.S., 1995) and is a Professional Engineer in both Pennsylvania and California. She is a member of ASCE, the American Water Works Association, the North American Lake Management Society, and the American Council of Engineering Companies. She has been an active member of the Philadelphia Section of ASCE since 1999.

Thomas W. Brady, P.E.
Tom is the Manager, Transportation Engineering at The Louis Berger Group, Inc.’s Exton office. Tom holds degrees in Civil Engineering from Drexel University (BS-1993) and from Villanova University (MS-1999). Tom is a registered professional engineer in PA, DE and MD. Tom previously served the Section on the Younger Member Forum Board and also created their logo. He is an active member of ASHE, the Engineers’ Club of Philadelphia, American Railway Engineering and Maintenance-of-Way Association (AREMA) and Pennsylvania Highway Information Association (PHIA). He was the 2005 Delaware Valley Young Engineer of the Year and the ASCE Philadelphia Section Young Engineer of the Year. He and Sharon, his wife, and 3 children, reside in Exton.

Joe is a highway design project manager at Traffic Planning and Design, Inc. (TPD), headquartered in Pottstown. Joe has been employed by TPD since 2001, having started there after graduating from Widener University with a B.S. in Civil Engineering. Joe is a registered professional engineer in Pennsylvania and Virginia. Joe has been an active member of ASCE since his college days and currently serves on the Section Board as Treasurer and Past President of the Younger Member Forum. Joe was the 2008 recipient of the Section's Young Civil Engineer of the Year Award and the 2009 Delaware Valley Young Engineer of the Year.

AnnMarie is a Project Manager at Langan Engineering & Environmental Services and oversees the traffic and transportation group in their Pennsylvania offices. AnnMarie has over twelve years of experience developing innovative highway and site development plans as well as highway occupancy permits. AnnMarie holds a bachelors degree in Civil Engineering from The Pennsylvania State University and a master degree in Engineering Management from Drexel University. AnnMarie is a registered P.E. in Pennsylvania, New Jersey and Delaware. AnnMarie is also very active in the Delaware Valley Engineers Week Committee where she serves as the Director of Awards and the Lehigh Valley Chamber of Commerce Transportation Committee where she serves as Chair of the Annual Transportation Luncheon.

Chistopher W. Wright, P.E.
Mr. Wright has 19 years of diverse civil engineering experience which includes roadway design, railroad clearance projects, stormwater management, utilities and permitting, and environmental remediation projects. Chris is the Technical Director for the Philadelphia office of AECOM Transportation. His responsibilities also include project engineering and project management. Chris earned his BSCE from Villanova University in 1991 and his MSCE at Drexel University in 2004. He is currently an Adjunct Professor at Widener University and teaches the Highway Design course. Chris was the 2001-2002 President of the Philadelphia Section Younger Member Forum and was the 2003 recipient of the Section's Young Civil Engineer of the Year Award. Chris lives in Erdenheim, PA with his wife Lisa and daughters Sophie and Celia.
Vicki L. Brown, P.E. ('09-'11)
Vicki is an Associate Professor and Chairman of the Department of Civil Engineering at Widener University, where she teaches a variety of courses including Reinforced Concrete Design, Structural Analysis, and Structures and Materials Laboratory. In addition to her involvement with ASCE, she is also a Fellow of the American Concrete Institute, and a member of the Society of Women Engineers. She is actively involved with student outreach efforts in all three organizations. Vicki resides in West Chester. She has been with Widener University since 1981, serving as Chairman of Civil Engineering for the last nine years. She has degrees from the University of Pittsburgh (B.S.C.E.T.) and the University of Delaware (Ph.D.). Vicki was named “Outstanding Educator of the Year” by the ASCE Philadelphia Section in 2005.
Jeremy Colello, P.E. ('08-'10)
Jeremy is a Project Engineer for the Transportation Division at Pennoni Associates Inc. in Philadelphia. Jeremy is a registered Professional Engineer in PA and MD and is working on the Navy Yard Corporate Center and Edge Hill Road & Tyson Avenue Reconstruction. Jeremy earned a Bachelor of Science degree in Civil Engineering from Lehigh University and a Master degree in Water Resources Engineering from The Pennsylvania State University. Jeremy is a Past-President of the Young Member Forum for ASCE Philadelphia and is also a member of ASHE. Jeremy received the 2007 Engineer’s Club of Philadelphia Delaware Valley Young Engineer of the Year and the 2007 ASCE Philadelphia Young Civil Engineer of the Year award. He is a resident of Havertown, PA, with his wife Karen and his daughter and son.
Soheila Rahbari, P.E., P.G. ('09-'11)
Ms. Rahbari has over 24 years of geotechnical and geo-environmental experience in both the public and private sector and is currently an Associate & Sr. Project Manager at CMX. She specializes in project management for commercial, industrial and private clients as well as public agencies. Ms. Rahbari has a Ph.D. in Geotechnical Engineering and a Masters of Civil Engineering from Drexel University and a Bachelor of Civil Engineering from Westminster University. She's a registered Professional Engineer in three states, has been an active member serving both the Philadelphia and New Jersey Sections of ASCE and countless other committees. She was the recipient of the ASCE George Stout Award in 2004.
Jennifer K. Walsh ('08-'10)
Jennifer K. Walsh is a Senior Project Manager at McMahon Associates, Inc. in the Traffic Engineering Group in Fort Washington, PA. She has fifteen years of experience in traffic engineering, signal design, and comprehensive transportation planning. Jennifer has a Bachelor of Civil Engineering (1993) and Master of Civil Engineering (2000) from Villanova University and has her Pennsylvania PE License. In addition to her position as Director in ASCE, Jennifer is also the Immediate Past-President of the Mid-Atlantic Section of the Institute of Transportation Engineers (MASITE) and is also active in the Future Cities Competition. She lives in Havertown, PA with her husband Nick and their son Nicholas.

Mr. Yamatani is a Senior Geotechnical / Civil Engineer for Kleinfelder and is a registered Professional Engineer in PA, WV, and VA. He has a total of twelve years of Geotechnical / Civil engineering and construction estimating experience primarily in the Energy market including transmission lines, fossil power plants, and nuclear power plant projects. Mr. Yamatani received a BS and MS from the University of Pittsburgh.
John Zarsky ('08-'10)
John is an Associate Vice President and is the Transportation Regional Technology Principal for Eastern Pennsylvania and New Jersey at Pennoni Associates Inc. He is a Registered Professional Engineer in PA, and has over 20 years of experience. John specializes in Highway Engineering and Project Management of Multi-disciplinary Transportation Projects. John earned a BS degree in Civil Engineering as well as a BS in Engineering and Public Policy from Carnegie Mellon University. Currently, he serves as a board member and Chairman of the Humphrey Fund for the Philadelphia Section of ASCE. John is a former President of the Del Val Section of ASHE and the 2000 Delaware Valley Young Engineer of the Year. John is an eight year resident of Radnor, PA where he resides with his wife Kathy and daughter Sarah.

Cathy G. Farrell, P.E.
Cathy is a project engineer in the transportation department at Michael Baker Jr. Inc. Since joining Baker in 2003, Cathy has worked several jobs for PennDOT including SR 202 Section 700 ‘The Parkway’. This project began as a new construction 4 lane expressway, bypassing the existing 202 from Montgomeryville to Doylestown, but was later right-sized to a limited access arterial roadway. Cathy’s involvement includes the preliminary engineering for the arterial road along the entire 9 mile length, as well as the final design of the 701 section. In addition to roadway projects, Cathy has worked on several jobs designing shared use paths for bicyclists and pedestrians throughout Montgomery and Bucks Counties. She obtained her bachelors and masters degrees in Civil Engineering from Villanova University in 2003 and 2006 respectively. She is also an active member in the American Society of Highway Engineers.

Ara G. Mouradian, P.E.
Ara is the department manager of the Geotechnical Group at Gannett Fleming, Inc. and is the vice president of Quantum Geophysics, a division of Gannett Flemming, Inc. He's responsible for the management and technical review of geotechnical activities and has been involved in the geotechnical design of multimillion dollar transit and rail, department of transportation, and vital infrastructure projects. A registered P.E. in PA and NJ, he holds a Bachelor of Science in Civil Engineering from American University of Beirut, an MS in Geotechnical Engineering from Concordia University in Montreal, and doctorate-level courses at McGill University. He lives with his wife, Angelina, in Lower Providence Township with their two daughters.

Robert Wright, P.E.
Bob Wright is a Vice President and Director of the Municipal/Streetscape Practice at Urban Engineers at its headquarters in Center City Philadelphia following a 27-year career with the City of Philadelphia Department of Streets. Bob graduated from the University of Pennsylvania in 1979, where he received his Bachelor of Science degree in Civil and Urban Engineering. He is a registered professional engineer in three states. In addition to his activity in ASCE, where he served as Section President in 1993-94, he is an active member of the American Public Works Association, the Institute of Transportation Engineers, the American Society of Highway Engineers, the Engineers’ Club of Philadelphia, and the Delaware Valley Engineers Week Committee. He serves as the Vice Chair of Penn’s Transportation Systems Engineering Alumni Club.
Bob was born and raised in Philadelphia. When he is not working or editing newsletters, he enjoys exploring the history of the city and its transportation network (mostly through reading), gardening, minor home improvements, walking, attempting to golf, and following the City’s major sports teams. He remains a fan of Big Five college basketball, something he has closely followed since he was a young child.

Dennis is Manager, Project Scheduling and Claims for the Southeastern Pennsylvania Transportation Authority (SEPTA). He has more than 30 years of experience in the design and construction of transit and railroad facilities, buildings, wastewater treatment plants and airports. Mr. Mac Bride has provided design services to HNTB, Thomas K. Eveanne is the principal and founder of the E S Design LLC. Dr. Khan is the manager of bridge design for JMT in Trenton, NJ and is also an adjunct faculty member at Temple University. Dr. Khan has taught a variety of courses including bridge rehabilitation and replair and LRFD design. He serves on four ASCE National Committees and is a founding member of the Structural Engineering Institute. Dr. Khan plans to revitalize the Structural Technical Committee for the Philadelphia Section.
