General Responsibilities:
The Delaware River City Corporation (DRCC) is a 501(c)(3) nonprofit organization founded in 2004 with a mission of revitalizing a sustainable riverfront corridor in Northeast Philadelphia by reconnecting people, places, and businesses to the Delaware riverfront. DRCC is developing an 11-mile Greenway, a system of trails and parks stretching from Allegheny Ave. in Port Richmond to the Poquessing Creek in Torresdale.
DRCC has secured approximately $30 million in funding for its capital programs, and is seeking a qualified candidate to fill the position of Capital Program Director. The following exciting projects are scheduled for final design and construction in 2008:

Extension of an existing trail in Pennypack on the Delaware Park (construction Spring 2008)

Construction of Phase 1 of the 4.5-acre Lardner’s Point Park, the newest park in the Fairmount Park system for the City of Philadelphia (construction Summer 2008)

Final design of the Kensington & Tacony Trail, a 2-mile multi-use trail on a former railroad right of way in the Wissinoming/Tacony neighborhoods.

Final design of the Baxter Trail, a 3-mile trail connecting Pennypack Park to Pleasant Hill Park in the Tacony/Holmesburg/Torresdale neighborhoods.
The Capital Program Director is responsible for managing DRCC’s design and construction projects. S/he directs design functions, develops bid packages for construction projects, and manages all aspects of construction including project scheduling and budgeting. S/he coordinates with the City of Philadelphia, DVRPC, PaDOT and other governmental agencies to coordinate federally funded transportation projects.
Duties and responsibilities:

Manages design and construction projects

Directs contractors working for the corporation

Reviews drawings and specifications for proposed construction projects

Researches funding opportunities for capital projects
-
Researches regulations for capital projects
-
Prepares project budgets and tracks of project costs
-
Develops project schedules
-
Represents the corporation at public meetings; meets with elected and public officials to discuss programs and projects
-
Sets up standards for selection of consulting architect and engineering firms
-
Reviews proposals for several federal and state grant-in-aid programs; ascertains that proposals are properly prepared and meet federal and state requirements for certification; ensures that requisitions for payment are processed and that funds are received; contacts and discusses problem areas with federal, state, city and quasi-public agency officials; follows up to see that projects progress as rapidly as possible; makes final inspection of completed projects.
Qualifications:
Completion of a Bachelor’s Degree program at an accredited college or university with major course work in engineering or architecture. Certified Professional Engineer with six years of engineering or architectural experience managing capital public works projects
